Sažetak

E-Zdravlje propagira nove metode korišćenja zdravstvenih i tehnoloških resursa, kako bi se kvalitetnija zdravstvena za štita pružala većem broju korisnika uz, istovremeno, značajno smanjenje troškova. Koncept e-Zdravlja se u potpunosti oslanja na korišćenje informaciono-komunikacionih tehnologija (IKT), koje omogućavaju uspostavljanje interakcije i saradnje među zdravstvenim institucijama, zdravstvenim radnicima, drugim pružaocima usluga i javnosti. Rad je nastao prikupljanjem i klasifikovanjem pisanih stručnih i društvenih dokumenata koji se odnose na koncept i ciljeve e-Zdravlja, planove i do sada preduzete aktivnosti, a u nameri da pomogne prevazilaženju eventualnih nedoumica učesnika tokom realizacije koncepta. Predočena su i detaljno analizirana bazna dokumenta, a koja su kreirana i prihvaćena od internacionalnih autoriteta (Svetska zdravstvena organizacija - SZO, Savet Evropske unije - EU, Evropska komisija, organizacije koje se bave standardima medicinskih i informacionih tehnologija i sl.). Rezutati analize daju niz preporuka za uspešnu implementaciju i dalji razvoj e-Zdravlja, od kojih je potrebno izdvojiti: Osnovni preduslov realizacije e-Zdravlja je izgradnja pravila i standarda interoperabilnosti, koji treba da podrže saradnju različitih zdravstvenih organizacija upotrebom informaciono-komunikacionih tehnologija; osnovna pravila su definisana, a državne institucije treba da ih uvedu u praksu, Drugi preduslov uspešne realizacije je striktno poštovanje proklamovanih standarda, kao i intenzivan rad na definisanju i usvajanju novih.

Abstract

E-Health promotes the use of new methods of medical and technological resources, in order to quality health care provided to more customers with the same time, significantly reducing costs. The paper was created by collecting and classifying written expert and public documents related to the concept and objectives of e-Health, plans and activities undertaken so far to help overcome possible concerns the participants during the implementation of the concept. Were presented and thoroughly analyzed the base document, created and accepted by international authorities (WHO, EU Council, European Commission, organizations dealing with standards of medical and information technology , etc). The results of the analysis provide a set of recommendations for the successful implementation and further development of e-Health, which is necessary to allocate: 1. The basic prerequisite for the realization of e-Health is to build rules and standards of interoperability, which should support cooperation between different health organizations using information and communication technologies. The basic rules are defined, and the state institutions should introduce them in practice; 2. The second prerequisite is the strict observance of the proclaimed standards, as well as intensive work on defining and adopting new.
